Who to contact anonymously with info of possible mistreatment?

I know someone working as a home care provider and getting very good pay for it through an agency of human service , but I heard that she's charging the woman money out of her pocket to live there among other things , what should I do ? who should I call I don't want to use my name as i am close to her I already told her how I feel so we haven't spoken in many months . any help would be appreciated.|||Contact the office of adult protective services.
